Given my limited licenses, I'm trying to understand the purpose of both of these users. Are both needed?

We create a second user as a part of the deployment process. This is normally de-activated at the end of the deployment.
All of your forms are using the Even, Break user, so please do not adjust that user or its security profile. You can however, de-activate email@example.com.
